Heather Thiltgen named new president of Presbyterian Health Plan

ALBUQUERQUE, N.M. – Heather Thiltgen has been named the new president of Presbyterian Health Plan, effective November 4, 2025.

An experienced health plan executive, Thiltgen brings a strong track record of sustainable growth, a focus on quality and experience and deep knowledge serving Medicaid populations.

“I am thrilled to announce that Heather will be our next health plan president,” said Rishi Sikka, MD, president and CEO of Presbyterian Healthcare Services. “She is a purpose-driven leader who deeply understands Presbyterian’s legacy and commitment to caring for New Mexicans, as well as the critical role we play in helping our state meet the needs of the communities we serve.”

Thiltgen brings 28 years of leadership experience in insurance, including executive roles with nonprofit healthcare organizations. Most recently, she served as president and CEO of Boston Medical Center Health System’s WellSense Health Plan, where Medicaid membership doubled during her tenure.

Outside of work, Heather is an avid hiker who finds joy in cooking for her family and is looking forward to exploring New Mexico’s mountain ranges.

“It is an honor to be the next president of Presbyterian Health Plan—I’ve long admired this organization for its strong commitment to New Mexico,” said Heather. “I look forward to bringing my own commitment to operational excellence and quality outcomes to fulfill our shared purpose—ensuring every member can achieve their best health.
